Staff Reduction Leave of Absence

    Dear UEA Members,

    The Utica Education Association and the District have reached a Letter of Agreement which provides for a Staff Reduction Leave similar to what was implemented two years ago. The Letter of Agreement has been sent to home and school email accounts. The agreement provides:
  • - A one year leave of absence with seniority credit for each member who is granted this leave. This preserves the seniority list harmless for one year for all of our members. Service credit toward retirement does not count during this leave.
  • - If a person takes the reduction leave and one of our members on layoff is recalled as a result, the one on leave will be compensated $800/mo for 10 months ($8,000 for the year.) The compensation is taxable income.
  • - While on this leave, the member can work for any other employer.
  • - The deadline for applying for this leave is July 10, 2009.

Certification Alert - from the MEA

Attention Teachers: Remember that a Professional Education teaching certificate expires on July 1 of any given year and must be renewed prior to that date to avoid a district taking action against your employment. A district may only employ a teacher with a valid certificate and once your certificate expires and has not been renewed the district may terminate your employment. Without a valid teaching certificate you no longer can invoke your rights under the Tenure Act.

A teacher is responsible for maintaining the validity of a teaching certificate. The date of expiration appears on the face of a certificate so take time to know that date. It is not the responsibility of the district or the Michigan Department of Education (MDE) to notify the teacher of an impending expiration date.

Teachers with a Provisional teaching certificate with 3 years of successful teaching experience and who have earned at least 18 semester credits in a planned program are encouraged to advance to the Professional Education teaching certificate prior to July 1, 2009 in order to avoid taking an additional 3 semester credit course in reading. Applications to request a university or college to recommend you to the MDE must be received by the certification officer of the institution prior to July 1, 2009. Similarly, if you will be applying directly to the MDE (in the case of completing credits through an out-of-state institution) the application will need to be postmarked prior to July 1, 2009.

Teachers holding a Provisional Teaching certificate who cannot advance in certification prior to July 1, 2009 will need to take a 3 semester credit course in the diagnosis and remediation of reading difficulties as a condition of advancing to the Professional Education teaching certificate. All Michigan teacher preparation institutions are prepared to offer an approved course, however, you will need to work closely with an out-of-state institution to be assured of meeting this requirement prior to applying to advance in certification.

Elementary Assessments

It was mutually agreed that the number of assessments was to be reduced at the elementary level in the area of writing for the purpose of increasing the amount of time that could be spent actually teaching writing and the writing process. This was agreed to as of last Friday and presented at the UEA RA on Monday, March 9, 2009.

  • All Writing assessments were to cease immediately at all levels of elementary with the exception of the spring writing assessment which has been in place in the district for a number of years. This may also be known as the spring benchmark. It is to be scored using the 6 + 1 Writing Rubric. One of these were completed in October.
  • The packet of writing assessments received from Ms. Palte dated September 25, 2008 no longer exists as do other district required assessments in writing. However, the QRI and Dibels will continue.
  • Any writing assessments that the building as a whole has previously agreed to may continue, but no more assessment directives are to be imposed by administration.
  • In conclusion, a committee will develop 4 writing assessments for 2009-2010 (1 each marking period). These will be graded using the 6 + 1 Writing Rubric . It's purpose is to bring consistency to the UCS Writing Curriculum and to insure that the 6 + 1 Writing Rubric be used consistently throughout the district.
